Army and Columbia University Attempting to Measure Mild TBI

Study Measures Traumatic Brain Injury 02/05/10. Scientists at the U.S. Army Tank Automotive Research, Development and Engineering Center and a professor at Columbia University are working on a collaborative study measuring brain damage on traumatic brain injury patients.

"It's a large problem to the Army and the soldiers," Thomas Meitzler, a scientist at the Army center, said during a Feb. 3 interview on the Pentagon Channel podcast “Armed with Science: Research and Applications for the Modern Military.”

He was also joined by Joy Hirsch, professor at Columbia University and director of the Program for Imaging and Cognitive Sciences.

Soldiers who are exposed to blasts associated with roadside bombs often are not aware of any resulting mild TBI and return to duty without proper medical diagnosis and treatment. The study, a cooperative research and development agreement between TARDEC and the Columbia University Medical School, is helping to determine what areas of the brain are susceptible to damage and measuring how the brain is engaged while performing certain functions.  DoD

VA Attempting to Adapt to Increased Number of Female Veterans

VA Hospital Upgrades Care For Female Vets 02/05/10. More than 230,000 women have served in Iraq and Afghanistan, but many report that when they return from war, they face another battle at home: getting the care and respect they need at VA hospitals. The traditionally male-dominated environment often doesn't recognize that women veterans of the wars in Iraq and Afghanistan have experienced the same psychological, physical and emotional trauma as male veterans. Healthcare Inspection Review of Inappropriate Copayment Billing for Treatment Related to Military Sexual Trauma 02/04/10. OHI reviewed allegations that veterans at VA Austin Outpatient Clinic (OPC) in Texas (part of Central Texas Veterans Health Care System) have been charged for treatment that was related to Military Sexual Trauma (MST) treatment. Erroneous copayments for MST-related care occurred because staff inappropriately changed patients’ copayment status from “not required to make a copayment” to “copayment required”, without reviewing for an MST designation. In addition to educating staff on the process for reviewing MSTs prior to adding charges, the standard operation procedure should require staff to establish a process to check for the practice in an established on-going quality assurance activity. CRS Report on Project HERO Implementation

Veterans Health Care: Project HERO Implementation 02/04/10. In general, the Department of Veterans Affairs (VA), through the Veterans Health Administration (VHA), provides a majority of medical services to veterans within its health care system.  However, in some instances, such as when a clinical service cannot be provided by a VA medical center, when a veteran is unable to access VA health care facilities due to geographic inaccessibility, or in emergencies when delays could lead to life threatening situations, VHA is
authorized by law to send the veteran outside of VA’s health care system to seek care. In 2006, the conference report to accompany the Military Quality of Life and Veterans Affairs Appropriations Act of 2006 (P.L. 109-114, H.Rept. 109-305) directed the VA to implement a cost-effective purchased care management program and to develop at least three pilot programs to encourage collaboration with industry and academia. New Treatment for Complex Regional Pain Syndrome

Scientists discover new treatment for chronic pain condition 02/02/10. Scientists at the University of Liverpool have discovered that treating the immune system of patients with Complex Regional Pain Syndrome (CPRS) leads to a significant reduction in pain. CRPS is an unexplained chronic pain condition that usually develops after an injury or trauma to a limb, and continues after the injury has healed. CPRS I - formerly called Reflex Sympathetic Dystrophy - can arise after any type of injury. CRPS II, previously called causalgia (a term coined in the American Civil War when it was first diagnosed), follows partial damage to a nerve. GAO Examines Veterans Claims Process

Veterans' Disability Benefits: Further Evaluation of Ongoing Initiatives Could Help Identify Effective Approaches for Improving Claims Processing. 01/31/10. For years, the disability compensation claims process has been the subject of concern and attention by the Department of Veterans Affairs (VA), Congress, and veteran service organizations (VSO), due in part to long waits for decisions and the large number of claims pending a decision. As GAO and other organizations have reported over the last decade, VA has also faced challenges in improving the accuracy and consistency of disability decisions. GAO was asked to examine:
(1) trends in VA’s disability compensation claims processing at the initial claims and appeals levels and (2) actions that VA has taken to improve its disability claims process.
